About The Survey

The Centers for Medicare & Medicaid Services (CMS) established a rating system for health plans offered on healthcare.gov called the Quality Rating System (QRS). The star ratings are based on a comprehensive evaluation of health plans, focusing on three main categories:

  1. Medical Care: This rates how well the health plan’s network providers manage member health care. It includes measures like diabetes care, preventive services, and treatment outcomes.
  2. Member Experience: This is based on member satisfaction surveys, covering things such as primary care doctors, ease of access to care, and overall satisfaction with the health plan.
  3. Plan Administration: This rates how well the health plan is managed, including ratings on access to plan information, customer service, and the efficiency of administrative processes.

The ratings are displayed on healthcare.gov to help you make informed decisions when comparing health plans.
